The Arbiter of Divinity is the new pinnacle boss in the Return of the Ancients expansion, replacing the Arbiter of Ash as the ultimate endgame challenge. The Origins of Divinity quest gives you deterministic access to the Hallowed Armillary after completing specific Atlas milestones, removing the old RNG fragment farming. Higher difficulty tiers add new mechanics and improve the loot table, with the rarest unique items locked behind the hardest difficulties. Atlas passive points from Arbiter completions let you scale the encounter further for better rewards.
