The Copper-Maned Quilen costs 5000 Timewarped Badges from Mistweaver Xia on the Timeless Isle and is only available during the Mists of Pandaria Timewalking event. Getting there through normal play means grinding dungeon bosses across multiple monthly Timewalking windows with no way to speed up the process outside of the event itself.
